Last time the footer is more like a sitemap as it's loaded with nearly most of the links. In opencart the Information block can be a good sitemap in footer but also used for some links in top menu using this mod.
Opencart Admin can use sort to decide which links to show in footer and which in top menu.
The result : opencart information page with sort value less then 100 will get to the top menu
